Police and Crime Commissioner (PCC) Public Consultation
The PCC very recently launched a public consultation on the police precept for the 2025/2026 financial year.
There are two elements to the consultation:
- An online survey
- ‘Voting boxes’ in 27 community locations across Cleveland, in which people can complete paper versions of the survey.
- A full list of community locations and their opening hours can be found attached.
The consultation will be open until midnight on Sunday 19 January 2025.
The 2025/26 position
- It currently costs around £197m a year to provide policing and crime services in Cleveland.
- Most of this funding (£146m) is provided by the Government, whilst the remaining £51m is raised by contributions from local taxpayers.
- Pay increases for police officers and staff, plus higher costs for insurance, maintenance of vehicles and kennelling of dangerous dogs will increase policing costs in Cleveland by £11m for the 2025/26 financial year.
- Despite additional investment from Government, this will leave a shortfall of between £2m and £3m.
- Matt has made the decision to increase the police precept to meet this shortfall.
- The precept consultation will seek to understand from residents how much more they would be willing to pay, between £1 and £2 per month (for a Band D property)
If you live in Cleveland, you are encouraged to take part and please do share details with your networks to encourage participation.

Baby Safe Briefing Services
Hartlepool and Stockton-on-Tees Safeguarding Children Partnership (HSSCP) are encouraging all practitioners across Teesside who have contact with parents/parents to be/carers (in both child and adult services) to receive relevant training in relation to Baby Safe Sleep.
With 182 babies dying each year nationally from Sudden Infant Death Syndrome, HSSCP have identified a clear need for a multiagency response to reduce this number by supporting families to make safe sleep choices for their infants at every opportunity.
So, if you are confident in your ability to deliver the safe sleep message and understand the scale of the problem nationally and locally, please consider attending a one-hour training session via teams, on either of the following days:
Baby Safe Sleep 1 hour briefing:
12th March 2025 (12pm to 1pm)
20th March 2025 (11am to 12pm)
1st April 2025 (1pm to 2pm)
To book your place, please go to http://www.hartlepool.gov.uk/HSSCP-book (scroll down the page – there is no need to sign in) select the course you require and then complete the online booking form – this will automatically book you on to the training. Applicants must book their own place on to the training session they require as during this process the applicant will complete a GDPR/Privacy statement declaration. Places cannot be guaranteed until they are booked via this system. Once a course is full the system will show ‘No Results’ for this session.
Course Aim(s): To enhance participant’s awareness and understanding of how vulnerability factors can increase the risk of unexpected death of a baby and their confidence and ability to give appropriate safe sleep messages to families.
Learning Objectives: the course will:
- Provide a context to why there is a need for all professionals working with adults and young people with caring responsibilities for a baby to give safe sleep advice (Link to LCSPR / Rapid Review / Child Death info – case studies)
- Discuss SIDS and SUDI prevention
- Raise multi-agency awareness of safe sleep advice and messages and the Tees Safe Sleep Practice Guidance
- Enable workforce to give safe sleep advice and messages
- Create consistent advice and messages across all agencies that come into contact with families
- Develop an understanding across the workforce that everyone has a role to play in reinforcing and giving the agreed messages re safe sleep
- Make links between vulnerability factors seen nationally / locally and SIDS / SUDI
- Consistently signposting families to the Lullaby Trust to reinforce the advice and messages given
- Support a ‘Think Family’ approach to safe sleep advice to ensure all family members receive the same information to support planning for out of routine situations and emergencies
Practitioners may also wish to access the Baby Safe Sleep Practice Guidance prior to attending the course. This can be done HERE.
